Comment Period ProofCities' Consolidated Plans for 2024-2028

In accordance with federal regulations at 24 CFR Part 91, notice is hereby given to residents of the City of Waterloo and the City of Cedar Falls of public meetings associated with the development of the Cities’ Consolidated Plans for the 2024-2028 planning period. Also underway is a joint fair housing study that will consider whether all Waterloo and Cedar Falls residents have equal housing opportunities. The Cities’ Consolidated Plans will assess the Cities’ current housing markets, discuss characteristics of their respective populations, identify community improvement priorities, and outline a plan to fund and implement them. The fair housing study, called an “Analysis of Impediments to Fair Housing Choice” will identify barriers to equal access to housing and will propose fair and affordable housing strategies to overcome those impediments. These plans are required by the U.S. Department of Housing and Urban Development (HUD) for the Cities to receive Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds.   

Public Comment Period
The Consolidated Plan, Annual Action Plan, and fair housing report will be available for public review and comment beginning June 14, 2024 and concluding at 5:00 p.m. on July 17, 2024. During this time, the draft documents may be downloaded from www.WaterlooCedarFallsHUD.com or may be viewed in the offices of the City’s Community Development Office at 620 Mulberry Street, Waterloo, Iowa 50703.

Public Hearings
Two Public Hearings will be held at which the City will present information on the plans and receive comments from the public regarding the drafts. The Hearings will be held as follows:

  • June 18, 2024 at 4:00 p.m. during the Waterloo Community Development Board meeting in the Council Chambers at Waterloo City Hall (715 Mulberry Street, Waterloo, IA 50703)
  • July 15, 2024 at 5:30 p.m. during the Waterloo City Council Meeting (Council Chambers at Waterloo City Hall, 715 Mulberry Street, Waterloo, IA 50703)

To Make Comments

The City will receive written comments until 5:00 p.m. local time on July 17, 2024. Comments regarding the draft plans may be mailed or physically delivered to Waterloo’s Community Development Office; Attn: Rudy Jones, Community Development Director; 620 Mulberry Street, Waterloo, Iowa 50703. Alternatively, comments may be made orally at the Public Hearings described above. Any comments received will be considered by the Waterloo City Council prior to adoption of the plans and included with the plan documents when submitted to HUD.

Healthy Homes Production Grant
The City of Waterloo acting by and through its Community Development is requesting the Release of grant funds in the amount of $1,999,991.00 in Healthy Homes Production Grant funds. Community Development Block Grant matching funds in the amount of $335,157.20 will also be utilized for the 42 month grant period which begins April 15, 2024 through October 15, 2027.

Any individual, group, or agency may submit written comments on the ERR to Community Development, 620 Mulberry St. Carnegie Annex Suite 202, Waterloo, Iowa 50703. You may also email tracey.southall@waterloo-ia.org All comments received by May 15, 2024 will be considered by the City of Waterloo Community Development Department prior to authorizing submission of a Request for Release of Funds and Environmental Certification to HUD.
