REQUEST FOR RELEASE OF FUNDS
On or about May 9, 2017 the City of Waterloo, Community Development Board will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of federal fund (Community Development Block Grant) under Title 1 of the Housing and Community development Act of 1974, as amended (P.L.93-383) and Federal Funds (Home Investment Partnership Program) under the national Affordable Housing Act Title ii, 1990, as amended, and in conjunction with the program guidelines to undertake projects known as Fiscal Year 2018 activities for the purpose of assisting eligible clients with housing, public services, public facilities, and clearance and demolition using an estimated $1,140,000 of Community Development Block Grant funds and an estimated $410,000 in Home program funds in the City of Waterloo. The activities proposed are categorically executed under HUD regulations at 24 CPR part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for the project in on file at Community Development, 620 Mulberry Street, Suite 202, Waterloo, Iowa 50703, and may be examined or copied weekdays from 8:00 am to 5:00 pm.
Any individual, group or agency may submit written comments on the ERR to Rudy D. Jones, Director Community Development, 620 Mulberry Street, Carnegie Annex-Suite 202. Waterloo, Iowa 50703 received by May 8, 2017 will be considered by the City of Waterloo Community Development , prior to authorizing submission of Request for Release of Funds and Certification to HUD.
RELEASE OF FUNDS
The city of Waterloo, Iowa certifies to HUD that Quentin M. Hart, in his official capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process that these responsibilities have been satisfied. HUD’S approval of the certifications satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Waterloo, Iowa to utilize federal funds and implement Program.
OBJECTIONS TO RELEASE OF FUNDS
HUD will consider objections to its release of funds and the City of Waterloo certification for a period of fifteen days following either the anticipated submission date of May 9,2017 or HUD’S actual receipt of the request (whichever is later) only if the objection are on one of following bases: (a) that the Certification was not executed by the Certifying Officer of the City of Waterloo, Iowa. (b)the City of Waterloo has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CPR part 58 (c) the City of Waterloo, Iowa has committed funds or incurred costs not authorized by 24 CPR Part 58 before approval of release of funds by HUD (d) another Federal agency acting pursuant to 40 CFR part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with required procedures (24CFR Part 58) and may be addressed to HUD as follows. Potential objectors may contact HUD to verify the actual last day of the objection period.
