University Avenue Reconstruction Project

FY 2017 4th STREET BRIDGE CANOPY REPAIRS, Contract No. 910
June 22, 2017, Project Update No. 3.

Friday June 23, 2017 – Thursday June 29, 2017
  • The 4th Street bridge roadway will remain closed to vehicle traffic during painting operations and reopened as work allows.
  • The pedestrian structure will remain closed.
  • Scheduled work for this week includes continued removal and patching of deteriorated concrete on exterior rail surfaces, sand blasting the first section of the canopy, recording areas requiring steel patch repair, and applying a primer paint coat.

Other notables:
  • The contractor plans to work six days per week to keep the project on schedule. The steel canopy sandblasting, repair, and repainting will occur in sections across the bridge.
  • Upcoming work will include additional patching, sandblasting, steel canopy repair, and painting.
  • Painting work is scheduled to be completed at the end of September. Window installation work will follow.

 


4th Street Bridge Closures

Improvements are underway to the 4th Street pedestrian walkway. The City of Waterloo is working to minimize the impact of construction on businesses and those driving through downtown.

Beginning this Friday, the 4th Street bridge will be closed to all traffic. Closures will occur throughout the project to accommodate necessary construction equipment and workers. The bridge will be open to traffic during My Waterloo Days and Iowa Irish Fest.

Mayor Hart is working with City staff, Main Street Waterloo, engineers and contractors to accommodate as much vehicular traffic as possible while keeping the project on pace for completion. Hart asks drivers and businesses to be patient during the process and reminds us that every day without a closure is a day without progress on the much needed project.

“Thanks to Mayor’s leadership, accommodations were made to lessen the impact on business as much as possible,” says Tavis Hall, Executive Director, Main Street Waterloo. “We want to make sure those impacted the most have as much notice as possible and keep the bridge open whenever possible.”

ACCOMMODATIONS MADE FOR DOWNTOWN TRAFFIC
  • Reopened nightly after 7 pm until June 18th (to accommodate painting subcontractor – Thomas Industrial Coatings (TIC). TIC may be able to open the northeast bound lane of traffic, when possible.
  • Open on some weekends. The contractor, Minturn, may want to work weekends to stay ahead of TIC. Minturn is planning to work this Saturday, June 3rd.
  • TIC plans to work six days a week starting around June 19th.

WORK WILL INCLUDE

  • Painting the metal structure.
  • Replacement of canopy windows.

TIMELINE

  • Closed during the day starting Friday, June 2nd.
  • Estimated reopen date is end of September for vehicular traffic on 4th Street bridge.
  • Estimated reopen date is end of October for pedestrian usage of 4th Street pedestrian walkway.
  • 4th Street vehicular traffic bridge will also be open for My Waterloo Days weekend, June 9-11 and the Iowa Irish Fest, August 4-6.

A weekly project update will be distributed by e-mail to businesses and organizations impacted in the downtown area to inform about contractor’s progress and weekend closures when necessary. US 218 HMA RESURFACING PROJECT 18th STREET TO 6th STREET  
 The DOT Will be placing sidestreet closures associated with the night time asphalt overlay project on US 218 between 6th and 18th Streets beginning Sunday, June 25th through Thursday, June 29th and resuming Sunday July 9th through Thursday, July 13th. The streets closed each night will be determined by the Work Zone in which the crew is working. The following streets are the streets in which closures will take place but they will not all be closed at the same time: W 6th, W 7th, W9th, W 11 th, W 15 th, and W 18 th. Questions regarding these closures should be directed to the IDOT.



RIVER ROAD CLOSURE BETWEEN RIVER ROAD DAT COMMERCIAL STREET AND RIVER ROAD AT WESTFIELD AVE. / ANSBOROUGH AVE. / COMMERCIAL STREET
Effective immediately, River Road will be closed completely as indicated above for bridge repairs. This is a change to earlier information which had indicated that two way traffic would be maintained. There will be a signed detour in place using Westfield Avenue and Commercial Street.

FY 2017 BRIDGE DECK REPAIR AND OVERLAY PROGRAM, Contract 879  
River Road is closed for bridge repairs. Closure is between River Rd. at Commercial St. and River Rd. at Westfield Ave./Ansborough Ave./Conger St. There is a signed detour in place using Westfield Avenue and Commercial Street.

 



 US 63 (MULLAN AVENUE) BETWEEN JEFFERSON STREET AND FRANKLIN STREET
 The second stage of a two-year reconstruction project on U.S. 63 in Waterloo, which affects traffic patterns, pedestrian usage, and business and residential access has begun.

Traffic impact
  • Through traffic on U.S. 63 between Jefferson Street and Franklin Street will continue to be
    detoured around the Work Zone.
  • Local traffic on north- and southbound U.S. 63 between Jefferson Street and Franklin Street will be shifted to one lane in each direction utilizing the northbound lanes to allow for the reconstruction of the southbound lanes. A middle lane will allow left turns at intersections. Traffic is expected to be in this pattern until late July.
Pedestrian impact
  • Pedestrians can use the existing river crossing at First Street (northbound U.S. 63) but
    pedestrians must utilize a flight of steps to access.
  • The city of Waterloo currently has the Fourth Street bridge pedestrian crossing under repair.
The closest Americans with Disability Act compliant pedestrian Crossing is on Park Avenue, which is three blocks east of the project site, will remain open and will be the only ADA-accessible pedestrian river crossing open within a five-block area.

The lowa DOT reminds motorists to drive with caution, obey the posted Speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in Work Zones. As in all work zones, drivers should stay alert, allow ample Space between vehicles, and Wear seat belts.

 

NOTE TO PROPERTY OWNERS: 2017 SIDEWALK REPAIR PROGRAM - ZONE 7 
 There is currently no city contract to repair sidewalks. The only contractor that will be employed by the City to repair marked sidewalks will be the assessment contractor who will not begin work until September 2017.
