University Avenue Reconstruction Project

4th Street Bridge Closures

November 17,  2017, Project Update No. 24

FY 2017 4th STREET BRIDGE CANOPY REPAIRS, Contract No. 910

Friday, November 17, 2017 – Wednesday, November 22, 2017
  • The 4th Street bridge roadway will remain open to vehicular traffic.
  • The pedestrian bridge will remain closed to allow the contractor room to continue repairs.

Work will include:
  • Complete installation of electrical wiring and lights.
  •  Complete installation of timber runners.
  •  Complete installation of timber runners with artwork.
  •  Complete touch up paint.
Other Notables:
  • Overall project completion is anticipated to be by November 22, 2017. This completion date is weather dependent, as recent humidity and dew points have slowed progress. The contractor will be working this weekend to try to keep this project on schedule.


A weekly project update will be distributed by e-mail to businesses and organizations impacted in the downtown area to inform about contractor’s progress and weekend closures when necessary. FY 2017 STREET RECONSTRUCTION PROGRAM, Contract 921

FY 2018 BROCK 2nd ADDITION SANITARY SEWER EXTENSION, Contract 932
Construction is taking place west of, and including, the Martin Rd./Ridgeway Ave. intersection. Closure is anticipated to last approximately two weeks.

 

FY 2018 WATERLOOBOATHOUSE ENHANCEMENTS, Contract 940 
 The Waterloo Boathouse parking lot and boat ramp are closed for improvements. Closure is expected to be in place through December. Questions regarding this closure can be directed to Leisure Services at 319-291-4370.




 US 63 (MULLAN AVENUE) BETWEEN JEFFERSON STREET AND FRANKLIN STREET
 The second stage of a two-year reconstruction project on U.S. 63 in Waterloo, which affects traffic patterns, pedestrian usage, and business and residential access has begun.

Traffic impact

Mullan Ave(SB 63) and Franklin St (63 Project) will be re-opened to traffic on Monday, November 20 morning. The stretch of Franklin that is being reconstructed under the City’s Street Reconstruction Project is scheduled to open sometime Monday, November 20,  after pavement markings are done.


W 1st Street (NB 63) will remain one lane until the end of day on Tuesday, November 21, when it will be restored to open for all lanes for NB 63 for the winter shutdown.

Highway 63, from Dane St. to Conger/Newell St. will re-open by Wednesday, November 22


Pedestrian impact
  • Pedestrians can use the existing river crossing at First Street (northbound U.S. 63) but
    pedestrians must utilize a flight of steps to access.
  • The city of Waterloo currently has the Fourth Street bridge pedestrian crossing under repair.
  • Follow sidewalk detour for North Riverfront Trail closure - 3rd Street to Franklin Street to Oak Avenue.
The closest Americans with Disability Act compliant pedestrian Crossing is on Park Avenue, which is three blocks east of the project site, will remain open and will be the only ADA-accessible pedestrian river crossing open within a five-block area.

The lowa DOT reminds motorists to drive with caution, obey the posted Speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in Work Zones. As in all work zones, drivers should stay alert, allow ample Space between vehicles, and Wear seat belts.

 

NOTE TO PROPERTY OWNERS: 2017 SIDEWALK REPAIR PROGRAM - ZONE 7 
 There is currently no city contract to repair sidewalks. The only contractor that will be employed by the City to repair marked sidewalks will be the assessment contractor who will not begin work until September 2017.
